I'm not sure how this would correlate to learning how to operate a motor vehicle.

Maybe. Some people aren't coordinated, have poor attention spans. No amount of practice solves these inherent problems. AND, some people don't like to drive. If you hate driving, you shouldn't do it, unless it's an absolute necessity. Might also account for the lack of focus and coordination.
