What qualifies as “specialist high skills” in this instance? Because my only thought is those who go for their masters degrees in something

Yeah, it was actually mandatory (the whole school type is specialized in three different categories, chemistry, business or construction).

Yes I graduated from Brooklyn Tech the program was an introduction to engineering and it helped me a lot it was definitely worth it
