For someone in that situation, I'd suggest working to get a GED, a high school equivalent diploma, and then take a few college course in an area you might be qualified for to get a job. Or, attend a trade school and learn a manual skill. Employers want people who have at least basic qualifications.

You can be successful in a corrupted country if you have political connections.
In a fair country - it's very difficult.
