Yes. It doesn’t always mean anything more than that. Some people are just nice. In fact, at my job, we know everyone’s birthday in the office. We’re given a monthly calendar and it lists everyone’s birthday for that month. That way, you’re able to give that person a gift, if you want to.

You need to understand the office enviroment for that. Someplaces gives gift via employees. Some places has rule of gift follow rule like for your birthday some else gives gift for next birthday someone else gives gift. Like if there are 12 people in work environment then they decide that only one person gifts per birthday and have turn for next birthday. they generally don't tell new comers about this system since they don't want to look miserable and new comer doesn't have to gift for a year. Sometimes it can mean that person recevied your help in work and needed to appreciate it but can't give you anything on normal days so would wait for birthday etc.
If gift is too expensive or you think it is weird for you to accept say thank you for the thought but I can't take it. It will act as a guard for you. I don't accept birthday gifts in work environment unless it is from my boss. cause can't deny the boss. if you accept the gift in any environment you are supposed to be humble to them and can't be humbel in all environment. sometimes if you're a good manager people at work would give you gifts cause they appreciate you for being good. Like a Good team lead would get gift instead of a bad one.
So it all depends on the environment.
