To make that ribbon you may consider apps in the apple App Store or android google play store. These would be mild to limited free versions of photo editing apps.

Well another way is photo shop actual. You would isolate it with a selective tool : then make a layer and to that apply layer mask.
Convert to smart object and resize.
Ofcourse you may use Adobe illustrator: and edit two rectangles. Import a cylinder round also.
You would snap to guide and use free transform tool and fill.
This you can even use indesign and opt for ‘add add rectangular frame’ import your sisters picture in that ribbon.
Like this you may make a smart object for all your letterheads.

Photo shop express ( Ps) is something I didn’t try as I go for the full tutorials in the complete desktop version of adobe suite.
I think that will heal you to take a long way in learning whilst dedicating your learning to your sister.
Almost like a permanence of dedication.
