When will US start having electricity cutbacks?

That would be electricity during certain times of the day. Like 12 hours for some areas and 12 hours in other areas. The lucky ones would power between 3 AM to 3 PM.

Not sure that it will be necessary. Best thing is to reduce the line voltage, so reducing the power consumption. OK, it may stop some things working properly, but it worked in UK years ago when, if my history is right, there was a miners strike.
