Complete control of water at molecular level. Can control up to 100 tons of water simultaneously.

Can metamorph into any phase of water and manipulate water to any phase.

Metallic Water armor and sword. (Chapter 4)

Control over Fire (Chapter 13), wind, Lightning. Can metamorph into Fire or Lightning Elemental form (Chapter 14).

Able to coat herself in stone and phase into stone (Chapter 13).

Dimensional Swords (Chapter 13).

Gravity Rod, which she used to absorb her own evil clones in Chapter 14.

Speed: Mach 1 flight

Strength: Able to lift 25 tons. Can hit a baseball at mach 5.

The way I see it, it depends on your interpretation of the durability of Metallic Water Armor. Metallic Water is a theoretical substance that exists at the core of Proto-stars just before they achieve Ignition of Hydrogen in the real world. It's about 25 times the density of lead, so she is bullet-proof in metallic water armor form. IN addition, she can metamorph into water vapor, making herself impervious to most forms of physical damage anyway.

I think some people may interpret this as a Stalemate, but some people may interpret it either way.

Okay, two guys who are on Superman's side, how does he win, since Winter has Dimensional Swords (After Chapter 13) and can transform herself into a lightning bolt to move 99% of the speed of light. Even Kryptonians are vulnerable to Dimension Banish and Dimensional Weapons.

When you compare cross-canon lore only "feats" matter. So a debater wouldn't just take my word for it that "she beats superman" but I must actually have a feat or two in the novel/comic which displays her doing something Superman couldnt' survive.

Ironically, she's not the most powerful hero in my comic, and one of the villains in the comic can one-shot her in any form.

Actually, one villain almost kills her with Instant-Death attack, and two other villains beat her outright, but she gets saved by a friend in each of those fights. Teamwork FTW.
