Like the fights in Jojo's bizarre and Hunter x hunter are more well thought out and aren't based on power and strength. The enemies in Jojo's bizarre are usually weaker, but they sneak around and use their abilities more strategically. Whereas dragon ball Goku gets a power-up like super saiyan, he beats the powerful enemy; then a new enemy appears who is stronger than the previous one. Goku is struggling. Goku gets a new form of super Saiyan 2, etc.

Take this fight, for instance. Neji is a close-range fighter, and kidomaru is a long-range fighter. Neji is at a disadvantage because his attacks are mainly effective up close. Kidomaru is not stronger than Neji, but he's smart about where he positions himself. He hides and tries to snipe him from a distance rather than trying brute force his way through the fight.
