New Orleans has always been a cesspool. It was a dump when I did a job there 30 years ago. I don't know why this is such a surprise. Besides the mayor is a Democrat

  I was there a few years ago and the vagrants were substantial. appears it is worse.
  there was some churches trying to make a difference, but there appears a dark side to it all.

New Orleans has been a den for brigands since it's founding. I remember my parents taking us there when I was in Jr. High, sort of half mini vacation and half visiting my grandparents who lived in Shreveport. My dad was a cop so he was prepared for all the cheats and swindlers of that city, and there are A LOT of them.
