Both decades were a great time for heavy metal music. The 80s witnessed its rise in popularity and the 90s saw a great deal of diversity in sound and the emergence of new subgenres.

`80's!! No question about iit!!
There was still SOME great stuff in the `90's but, at least the first half of the `80's was THEE MOST creative point or music (after the `60's! especially the psych era) there has ever been!!
In the `60's, it was more the recording techniques that helped make such incredible music! In the late `70's to mid `80's, it was a whole new rash of musical instruments that caused the new wave of creativity!!
In the `60's, we had your basic rock band instruments and your basic classical musical instruments and Indian classical stuff plus, the synthesizer, the mellotron and the electric sitar.
In the late `70's, we got drum synthesizers, wind synths, guitar synths, voice bags, Emulators, tape bows, electric suits, voice manipulators, MIDI, so you could connect them all up and play one and control all the others with your main instrument, you COULD ACTUALLY be a one-man band!! AND, do it LIVE!! You could control sound with light! The ONLY limits were your imagination!!
Then came RAP!!! And, for the most part, music (if you want to call it that) took a quick nose dive back into the stone age!! No talent needed, anymore!! As long as you sounded like a badly written Dr. Seuss book read by a monotone robot, you could have a hit record!!
80s hands down. Its not even subjective. It's one of the easiest questions to answer.
90s was the beginning of the decline. It hit rock bottom during 2000-2010 but then recovered a bit.
The 80s. The 90s was a horrible time for music.

The 80s was flock of seagulls The Fix, Pat Benatar all these rock and rollers. The 90s is more rap music.
Both decades had a lot of awesome music that I enjoy listening to.
I prefer 80s. I don't like 90s music as it's mostly rap.
Late 90's/early 2000's had the best music, in my opinion.
