Yes they can. The whole movie can have only black actors and be ok. The reason is important. Do you need an actor of certain race because it is good for the story you want to tell? Is it consistent with the world presented in the story. Does making so draws the viewer in? If yes, then that is not woke. It is only bad when you do it for some contrived woke agenda.
If a black artist creates his own characters and still receives attacks, are the attacks racist or anti-woke?
Read the questions I wrote earlier:

If your answers are "yes", then it is not woke.
Woke examples:
- Netflix's Black Cleopatra presented as historical truth is woke.
- Putting people of every race into the film (without setting that would logically justify it) just for a sake of "representation" is woke. It is artificial and fake.
- Promoting multiculturalism which really destroys cultures.
- black-washing, white-washing, ...-washing already existing characters any without reason other then woke craziness.
The reason is important. Does your book/movie/song promote wokeness?
Being woke includes:
* 1) Racism towards white people,
* 2) Believing that one can change sex,
* 3) Radical men-hating feminism,
* 4) Culture of death - abortion and euthanasia,
* 5) Atheism
* 6) Totalitarian ruled society, in which you must obey or be canceled; strong propaganda,
* 7) Rejection of objective truth, historical truth, logic, etc...,
* 8) Glorification of victimisation, fatness, mediocrity and so on instead of positive values, hard work and virtues, rejection of beauty and aesthetics,
* 9) Deep socialism,
* 10) Forced unification (everything needs to include mixed races, mixed cultures) and destruction of real diversity in the world,
* 11) Rejection of any moral authorities (including teachers and parents for children).
* 12) Promotion of egoism
* 13) Sexualization of children; inclusion of sex in entertainment, and many others aspects of life.
* 15) Inclusion of artificial problems like "cultural appropriation","racism towards orcs" in RPG fantasy games and so on,
* 16) Social "justice". Injustice based on premise that some people can be discriminated freely based on the grounds of their richness, skills, power, etc... If you are white men you can be discriminated because you are considered an enemy of the system. If you create black characters and give them a good not-woke story I do not see any problem with it.
Racism against white people would be what exactly? Creating a white villain in a story with black protagonists? If so, would the opposite also be Racism? All of your points may be subjective. What would female hatred of men mean? Female characters who are not submissive to men and who can fight alone? What do you mean by rejecting beauty and aesthetics? Shouldn't ugly and fat people have roles?

Yes of course they can.
As long as your target audience is not the type of racists who claims Song of the south is racist.
Why not for example write a story about a black girl, figthing against a evil white crossdresser who claims to be a girl but really is a dude to sneak into the girls restroom, and you cam see how few would lable your story woke?
So do I need to demonize trans people so that right-wingers don't become racist with an all-black cast? Interesting... Does your logic also apply in another example? If I create a story about black and white girls who were victims of sexual abuse by white, conservative pastors or priests (which has happened and happens a lot) would my story be biased and woke for you? Was I pushing an agenda? If you say I'm pushing an agenda, wouldn't that be the same as what you proposed? Or is the pattern different? It's wrong to take examples of conservative pastors and priests who abused children to make a movie, but is it right to demonize trans people in a story?
In fact, what would be more realistic and recurrent, priests and pastors abusing children or trans people abusing girls and women? What would be most common to have in a film?
Trannies would be more realistic. I gave you an example were you could have a black character and probably not be labeled woke. I did not say anything about right-wingers. Were did all the stuff about priests and pastors come from? One thing that is common, is to make jokes like all priests are pedos. Surely the group of people who wants equality for LGBT would not have any issues making similar jokes about the group of people who claimed they were comming for our children.
You don’t wants whats most common in a movie. If you did, your star would be white according to people who whine about lack of blacks, so go ahead, make about about a black person who fights against the type of creeps people are upset JK Rowling do not support.
The 80s and 90s was full of "Black" shows and protagonist.. Will Smith, Eddie Murphy, Denzel Washington all were protagonist in movies that people loved..
