REASONING:
I don't need cantrips, because it works like this:
I have a good chance of starting with either Tog or Morphling in hand.
I have a good chance of starting with either Sapphire Medallion or Nightscape Familiar in hand, which lowers the mana curve for most of the spells.
I have a good chance of starting with either Shadowmage Infiltrator or Thieving Magpie in hand, either of which will give me huge card advantage.
The Sideboard hoses the heck out of problem decks for very cheap, including Dreadnought and enemy Tog decks, and can deal with "Swarm" decks too.
If you design a deck more correctly, you dont' need 20 or 30 cards that say "draw a card", because eventually you must play a card that wins the game, instead of just cards that replace themselves in your hand.

You’re on a fun track here 😄 but Psychatog really wants the graveyard full, not just a fat hand. “Draw–discard” in those old UB Tog shells wasn’t only about cantrips, it was about fueling lethal swings while staying flexible.
A few concrete tweaks that keep your identity but make Tog scarier:
Cut some Magpies and maybe 1–2 Morphlings. They’re slow and redundant with Finkel.
Add some cheap, non‑“draw a card” graveyard fuel like Mental Note, Careful Study, or even Fact or Fiction. They dig, stock the yard, and turn Tog into a 1‑shot threat.
Replace Duress with Hymn to Tourach if your format allows it. Hymn both disrupts and feeds Tog.
Sapphire Medallion is cute, but Nightscape Familiar already handles cost reduction and blocks. Trim Medallions for more interaction: Smother, Ghastly Demise, or Fire/Ice if you splash red.
Consider 2–3 Upheaval if legal in your premodern rules. Upheaval + Tog + mana rock/Medallion is still one of the cleanest win lines and doesn’t require you to spam cantrips, just to build to a big graveyard and mana advantage.
You don’t need 20+ cantrips, but you do need some way to turn dead cards and excess lands into damage. Right now, it looks more like UB midrange with a random Tog than a deck that maximizes him 💀✨
