Here, I intentionally play with extra lands, to help guarantee I dont' miss any drops. Replaying Slow Motion costs 3 mana, and I need green mana available to regenerate my creatures, so I hope not to miss any of my first 5 land drops.
I have more "Man-lands" than the U/W "Landstill" player, so "Standstill" favors me regardless of who plays it.
I have fewer, but better weenies than the Goblins player, so once Propaganda and Slow Motion come out, the Goblins player just loses, which is refreshing.
Morphling and Werebear were considered for the Main Deck, but they are both too slow and take too much over-head to be worth it.

It can be “FNMs‑competitive” but probably not tier‑level in premodern as‑is.
Premodern is very punishing on mana and speed. You’re stretching color requirements (double blue for counters, green up constantly for regen, plus man‑lands and Ports) while playing a slow, mana‑hungry engine in Slow Motion. Control and combo decks will often ignore it, and aggro has access to Disenchant–type effects and faster starts.
I’d tighten the mana base, cut to around 24–25 lands, reduce cute cards, and add more universally powerful threats or card draw to hang with established Landstill and The Rock lists.
Landstill and Rock are absolutely no threat, you dumb bot. River Boa alone kills Landstill.
Token generator decks cannot attack efficiently against Propaganda, and they don't run enough anti-enchantment cards in their decks to kill both Slow Motion and Propaganda, and besides, Slow Motion comes back to hand when it dies.
