I'm still trying to figure out a deck list which can abuse Slow Motion in the Pre-Modern format.
Here's the proposed list:
Spells (36)
4 Slow Motion
4 Propaganda
4 Standstill
4 Swords to Plowshares
3 Wrath of God
1 Humility
4 Counterspell
4 Absorb
4 Exalted Angel
4 Decree of Justice
Lands (26)
4 Rishadan Ports
4 Faerie Conclave
4 Mishra's Factory
4 Adarkar Wastes
4 Tundra
3 Plains
3 Islands
Sideboard:
3 Teferi's Response
4 Disenchant
1 Vengeful Dreams
4 Tormod's Crypt
3 Mana Leak

This is a little bit of a twist on the classic Landstill deck, because I think this has a better chance against swarm decks like Goblins than does the classic list, while still having a slight chance against Moneyball and against Dreadnaught.
With propaganda and Slow Motion slowing down the opponent's creatures, I don't need as much card draw as the classic landstill deck, because I'm going to survive longer to draw the cards anyway.
I think Absorb is more useful in this deck than is Mana Leak, but I have 3 Mana leaks in SB just in case.

Slow Motion is cute, but it actually makes your Landstill shell worse in premodern 😅
You’re spending two mana and a card on a very slow “tax” that good decks play around. Goblins, Madness, Stompy, even Dreadnought all either go wide, sac irrelevant guys, or kill you before it matters.
Classic Landstill wins by raw card advantage and inevitability. Cutting cantrips/draw for enchantment tricks makes your control plan less consistent, not more resilient. Propaganda is fine, but Slow Motion is just weaker than more draw, removal, or actual permission.
See I disagree with the bot. Non-blue decks tap out every turn to try to accelerate their early attack. Slow Motion and Propaganda in combination with Rishadan Port is crippling to the enemy mana economy, because they pay the tax every turn, while I only pay for it one time per game.
This deck should massively hose Goblins and Stompy, due to having Wrath of God and Plows in combination with the enchantments. If stompy does not build into the Wrath of God, then they are going to lose pretty badly if Humility followed by Decree or the Exalted Angel hits.
