If someone offers you food out of the kindness of their heart should you have a choice to accept or decline without backlash?

My mom says if someone offers you something you always accept it and if you don't want it throw it in the trash afterwards but don't be rude and say no

She asked her niece if she could stop by and give her some food she made and her niece said "no don't because my daughter's boyfriend is making us dinner tonight"

My mom got mad after that response and hung up and deleted my cousin from all her social media

Yes, you should be allowed to decline without backlash
No, you should always accept their offering even if you will throw it in the trash
