Whenever I try to talk about something I’ve accomplished with my friend, she shuts down and stops replying?

But whenever she accomplishes something, I always congratulate her. She recently got a new job in psychology and was telling me about it, and I was really happy for her and said congratulations. I try to support and celebrate with her every time, but I told her recently that I’ve signed to a Modeling agency (wanted to do that for ages now) for the summer and no reply? She won’t even acknowledge it? Same when I got a retail job, she wouldn’t even congratulate me or discuss it. Is she not my friend?

She may be jealous, or you communicate your accomplishments in a way that puts people off. For example, you one-up people, you brag without being prompted, you brag at all. Etc

I understand what you're saying, thanks. But she talks about her accomplishments without being prompted, and I don't see it as bragging? I just see it as a win for her. All I said recently was "I'm trying to focus on work/modeling this summer because I'm getting signed so that's why I can't come to the party."

It's all about perception. Some people are going to think it's bragging no matter what, some will be happy for you no matter what.
I will say that's kind of an odd place to mention that you signed with a modeling agency. (reason for missing a party)

Because I’m trying to focus on my career in London, so I can’t travel to the party where I’d have to stay there

I think the reason I ask is because this particular friend is always weird. When I got an interview for a job in retail, she said “what if you don’t get it” no encouragement or anything. But I think if it had been any other friend, I wouldn’t be feeling this way.

No, not her approval. Just I already had an instinct that she doesn’t like me so I wanted to know if I’m wrong or not

This is pretty indirect way to find out if someone likes you. So what if she doesn't. Everyone is not going to like you.

It’s not, actually. Most people won’t tell you they don’t like you. Real friends are happy for you, fake friends aren’t

Maybe she's jealous of you or thats how she is. She might be happy but she doesn't know how to express. Maybe she's cold and don't want to get any deeper with you.

Firstly, congratulations on your achievement. Secondly, she still a friend just not a very great one. It seems like the relationship is 85/15. You put in so much more effort then her. Maybe let her know that sometimes you want to feel appreciated.
