9 hours and 30 minutes, it is an amount of time.

Context is important as the following sentance can be interpreted in different ways;

The plane will fly between city A and city B in 9.5 hours.

This could mean that the duration of the flight will be 9.5 hours (flight time) but it could also mean that the plane takes off from city A 9.5 hours from now (departure time).

It is not a specific point in time; that would be written as 9:30 am / pm or 09:30

Imagine having 10 consecutive 60 minute periods, but then you lose half of last 60 minute period. So you have 9 consecutive 60 minute periods, with a tenth incomplete period of time that contains 30 minutes, or half, of the 60 minute period traditionally referred to as an "hour."

Basically overtime. There’s also different break and lunch requirements for extended hours. Lots of companies will force 6.5 so that 40 is hit rather than overtime.

Basically your comment is what is the meaning of 9 to 5. It is where we go to work at 8:00 a. m. with an hour lunch break and home at 5:00 p. m.
