I think my sister is a bad mother? What should I do?

I am visiting my older sister for 5 days after not seeing her for years. She has 3 boys, 13,11 and 5. The children do everything. They clean the entire house including her bedroom and bathroom, they do the cooking, they do the grocery shopping. The 13 year old plays the role of father and husband. He does the laundry. He puts gas in her car, he takes care of his younger brothers. She leaves them alone at night when she’s going to work and when she’s going out to bars or clubs. If she needs to run errands, she takes the 13 year old and leaves the other 2 home alone. The 5 year old does not wear a booster seat or seatbelt while in the car. He does not brush his teeth and is expected to bathe and clean himself. She is a single mother but only works 20 hours a week. I saw her wake the 13 year old at 12:30am to heat up food for her.
