Is this normal behaviour for a cat?

Occasionally, I babysit the 9 year old sister of one of my hockey teammates. I mainly do it just to be a good friend. One day, I was babysitting her and she introduced me to a cat that she had just got. The cat seemed nice enough. Later, I went into the bathroom to pee and saw the cat sitting beside the sink. When I pulled my sweatpants down and started peeing into the toilet, the cat jumped down and walked up to my feet as I stood there. It looked up and stared right at my balls, and kept staring at them until I had pulled my sweats back up. The next day, I was babysitting her again. When I went to the bathroom to pee again the cat did the same thing. It came over and looked up at my balls. Except this time it started to paw and swat at my sweatpants as it continued to stare up at them. I of course never told the girl about her cat doing this, but I don’t think I need to worry because I probably won’t need to babysit her for a long time.

Is this normal behaviour for a cat?
