Was it wrong of my to send my step child under the porch to retrieve an item she tossed under there, knowing she was "scared"?

My step daughter (9) can be rotten sometimes. Most times she is a very good kid but some days she just turns in to... Well.. a bullying jerk. I've been in her life since she was a year and a half and we have full custody. My father and I have a 6yo son.

So she gets on these kicks sometimes where she is just terrible to her brother. Bossing him around (which is normal for her age I'm assuming) is her biggest go to. However, some days she takes it to the extreme of persistently harassing and tormenting him. As in taking stuff out of his hands and then losing her absolute mind when we correct her. This is what happened today. She took her brothers weights out of his hands (little 1lb weights) and wouldn't give them back. I told her to give them back and she ignores me. She then comes storming out of the room and tells me and her father "he's trying to kill me, he just threw his Gatorade bottle at me". When we aren't on her side (though we did reprimand our son) she flips out and goes storming outside. 30 or so minutes later our son comes in crying saying his sister took away his bubbles and threw them under our deck.

Now our deck is large and underneath it is dark, as it's enclosed. I shined a flash light under and saw where they were, which was about 10 feet from the opening and I told her to go get them. She screamed, cried, said she was scared, etc but I still made her go get them. She does. When she crawls back out she is still freaking out saying she couldn't believe I would do that and I am "the most horrible mom ever". Her dad sends her to her room. My MIL, who was present for the whole thing, says we are terrible parents for inflicting so much unnecessary fear onto a child like that. I very blunt told her that she shouldn't have thrown the bubbles under the deck because she would never of had to retrieve them. Regardless, she is calling me a horrible parent and saying this is "CPS worthy" because apparently it's "abusive". Was I wrong?
