What can I do about my evil insane neighbors?

Since this lady moved in upstairs with her daughters they have been making harassing noises on purpose and using all the hot water so I been having cold showers and dealing with noise for year now. I was living with an older man but he sadly passed away :( they then stopped making noises like I mean NO noise not even walking around for a month and the hot water came back. I found that a relief but also disturbing since now it seemed it was true that it had been intentional this whole time. They out of the blue asked me to cat sit and I said no of course. Now they're back to making awful noises stomping and dropping and just being terrible. I feel really alone and scared about this and I don't know what to do. Landlord is away until Mid October and I will talk to him about this. But its really making me scared and uncomfortable to be home and really violated. These people seem insane. Please help me. Thank you.

There’s really not much that you can do other than waiting for the landlord to come back and talk to them about it. Unless you want to be petty and passive aggressive, lol. I’ve had many horrible neighbours and flatmates over the years. Usually if things became too intolerable, I’d just annoy the hell out of them back, and then they’d calm down for a while.
