Work with a therapist really closely, install website and content blockers, work to curate the child's social media feeds and recommended sites.
There's literal, subtle and insidious content pipelines and algorithm relationships that drive young men into incel and "manosphere" content. If possible, eliminating that and giving the child better quality content to consume that speaks to their interests and meets their needs will help.
But therapy and making sure mental health is accounted for will be needed.
The stats for young men's mental and social health are horrifyingly bad. Incels suck, but few are beyond the help of trained professionals.
Kicking an incel out - especially if they're young - is only going to make him more isolated and more vulnerable.
Keeping him home and being very careful and deliberate in deprogramming those incel beliefs and getting him mental health resources will be more likely to help him get out of inceldom and become a functional adult man.
I don't know if there's any therapy that can overcome a parent who doesn't invest in their child's interests (the main reason they resort to sitting online all day consuming content is they have no resources to do an art)
Yeah, it does. My parents likewise never really cared about me - they wanted a little mini version of my mother whom she could shape into whatever. When I was old enough to show I was my own person, they stopped being able to engage with me genuinely.
It took nearly a decade of therapy, a Generalized Anxiety Disorder diagnosis (well-over due), and medication. But it's happening and it gets better with the work you put in. It's not even over, either, I'm continuing to go to therapy and recently got yet another diagnosis that my parents missed and hopefully getting that addressed will further help me get better.
As for art - there's tons of ways to get into art without expensive resources or tools. You might not be able to get to the goal right away (e. g. Zbrush is expensive) but you can certainly search for pirated cracks or just work your way up.
Especially if the kid is old enough to get a job, the best thing he can do is get a job and buy himself that resource without depending on his parents.

You're not getting it... if a parent won't buy their kid mine craft, or a computer that runs it, what the fuck else won't they buy him? Does he also need to go work his ass off for clothes and food and New bed sheets?
Sheets are a necessity. A computer and a video game are not.
It sucks ass that they can't afford it, but it isn't the same as not feeding your child or not providing clothes or shelter.
Should they look at what they can do to get it? Yes. Does that mean it's possible? No.
Will not having a video game turn a child into an incel? No, not if they're a normal child.
No but not being fed right will make a child an incel. 100%. Obesity is incredibly unattractive so it being underweight.
Playing is incredibly necessary for children. Participating in normal chdhood activities is important to. So in a way minecraft is a necessity. That's why it's the most sold video game ever.

Reflect on what they did wrong. Not saying it’s their fault, but a lot of what we learn about relationships, especially how we relate to the opposites sex, is socialization from our parents.
