My neighbors cat isn’t being properly taken care of. My neighbor replaced her with a dog and 3 other cats. I took their cat back to there house and the cat was scared to stay inside and keeps escaping. She goes right back to my place. I feed her and let her in. The neighbor told me to stop letting her in. I told him to make an effort with their cat. He said he feeds her. If they are why is the cat starving 3 days after talking to them? I’m about to take the cat to the animal shelter. Am I doing the right thing? Should I just let the cat suffer?

most will not do anything until actual neglect is shown. so by feeding, you're actually allowing the situation to continue as well. Record it and then you can report it to rspca and such other places. they can build a case and prosecute and can also see about getting him banned from keeping animals.

If you don't want to keep the cat, the shelter would be the best option.
