My philosophy is I do not give money to people who ask for it because there are billions of people who need money that do not ask for hand outs from others and most will say no if you offer them free money, even if they are poor. I dated a guy that did not have enough money for food and he always repaid me when I bought him stuff, even if he had to skip lunch to pay me back. I did not want him to pay me back, but he refused to accept my money because he thought it was humiliating to take money from somebody else, especially a girlfriend.
