Always the entire team in my case. It's extremely important with software engineers that they tightly collaborate together or else they'll start stepping on each other's toes too much. It's extremely collaborative to all work in the same codebase. So we can't afford to have the team start to divide this way. Whenever I noticed one of our team members looking a bit isolated from the group, I always took initiatives to make them feel welcome to the group as well as assigning peers to work together when I worked in the office as a lead engineer.
Now I work entirely remotely from here in Japan (for an American company) so I don't deal with coordination of the team this way any more. Yet if I was to hypothetically face the scenario again, it's very important to me to invite the entire team.
