He’s not being abused and he’s being fed but I feel he’s being emotionally neglected.. unfortunately he’s the only kid and he doesn’t have any cousins. I asked him if he had any friends at school and he didn’t respond. I also found out he doesn’t have any play dates as well.. he’s only 7. Unfortunately my sister has inherited the “anger snap” from my mom where she’ll just snap in anger and then go back to normal… I saw her do that a few times with my nephew tonight.. I’m kinda worried for him. He’s a good kid yet he gets yelled at a lot by his parents.

My niece has been in a similar position her whole life, except she’s not an only child. There’s not a whole lot you can do except for trying to be there for him. With my niece who is 6 years old, I invite her out to go to the park playground, go for short walks to feed the birds, come to my house to chill out and watch TV, etc - anything to get her out of her own house and give her some time where she’s getting attention and appreciation from an adult. I usually spend time with her once a week or fortnight. She enjoys it. Perhaps you could do the same sort of thing with your nephew? Be an adult in his life that gives him some emotional fulfilment.
He's lucky he has you watching out for him. Maybe you talk with his parents about how they always yell at him, your sister probably doesn't realize she's doing it, sounds like that's the only way she knows how to react to him. If you bring it to her attention then she can work on not reacting that way with him. The other thing you can do is spend time with him do things that he likes to do at the very least it will get him away from the yelling.
at least he has u
good for him
