Why does my brother think its okay to treat dogs like shit?

My brother has a dog who he slaps occasionally when the dog does something bad. I've called him out on it many times. He essentially just tells me to not tell him how to train his dog. I've tried sending him links, and youtube videos on how to use positive reinforcement, but he just tells me that he doesn't care what people on the internet say, because they are just opinions. He says that a dog should fear its owner. It's funny (not really) because he recently built a gaming pc, and searched on the internet about how to assemble it, and how to troubleshoot it. Why can't he do research on how to train dogs like he does on how to use computers? It pisses me off. I wanna just kick his ass sometimes, even though I'd probably fail. Also, before anyone says to report him, i already called animal control, and they won't do anything, because it's not considered abuse to them. They say "well, he's aloud to discipline his dog".

Your brother has probably a low IQ and has no empathy. I do not wish him anything bad but what your brother needs is to be seriously bitten by that dog that he mistreats.

Believe me, if I would witness his behavior and the way he treats his dog, I would make sure to give him a piece of my mind and to report him to the SPCA (or whatever it is called in your country).

This poor dog needs to be taken away from him because all he will achieve is to have a dog that is fearful and fearful dogs are more the ones likely to bite someone.

try to see about taking video evidence. if its full on slapping, you can then take it to media outlets for instance and put the animal control on blast for not taking it seriously, and the public will be outraged enough to cause a scene that they'll have to respond to.

The ASPCA is who would be able to do anything about that. Animal control I think is a different thing.
