Hmmm the fastest? Maybe is not the best , but what about just meeting as many people as possible via every source , a work it down to who you gell with?
The street / Clubs / online / any social activity you may partake in? / School / Work / Uni - just start meeting.

If you don't have enough money to get yourself a friend, offer to serve them in some way, such as providing free maid service, etc.
