I’m a bad friend for thinking of cutting off my friend who makes zero effect for self improvement?

Long story short my friend owns me 4k that he promises to pay me back once he gets a job I lowered it to $600 for his birthday still didn’t pay me back. My friend has blonde hair blue eyes all he does is look for a girlfriend and cuts off any girl who doesn’t meet his high standards which rubs me the wrong way since he can barely take care of himself yet judging women. My friend a high school dropped out got offered a job making 80-100k if he gets his ged which I offered to pay for but he keeps making excuses not to go. I feel like I work everyday to self improve and wanna be around people who do the same.

Sounds like a women-centered man. In the girl world if you have a man-centered woman friend, that's not a real friend. That's a friend who keeps you around whenever a man is not in their life, the attention of the opposite sex matters more to them than having positive, platonic relationships. They will gladly throw you under the bus if it means 5 minutes of attention from someone of the opposite sex going to them instead of you. If you've cut them off, you made the right call. I'm more surprised you gave them $4k and lowered it to nearly 10% of that as a gift. I don't even have $4k to my name. Just leave that friend behind.
