Why did he block my number but still dms me on instagram?

I met this guy online in Nov-Dec 2023 and began dating long-distance (7 hours away). We hung out once in person in Feb 2023, and things were fine all throughout that time. I moved closer to him for school in March, and we began living together until June. He proposed to me in May. We had some conflicts but were able to resolve them. I left because my family told me my mom wasn't doing well, and I also got dismissed from school for other reasons. He didn't want me to leave since I was taking care of him, so he came to my city the next day to meet my family. They didn't like him since he was hyperfocused on me returning to his house. I decided to stay with my family for the time being since they wanted to throw a little ceremony in September, and I would move out then. Plus, I needed my family post-dismissal since I didn't know what to do academically, and my mom needed me to care for her. I didn't think deciding to stay with family was terrible, considering they were still trying to build a relationship with him even though they didn't like him.

He didn't like that I chose to stay with my family and gave me a hard time afterward. He claimed that I was going against "God" and tried to tear me down in any way he could, mentally and emotionally since he was now alone. I empathized with him and reminded him that I would be back in September (after leaving mid-June), so it's around the corner. He claims "it's too far away" and said he doesn't even want me to come back or visit even though he claims I'm "not watering" us. We fought about it on a phone call since he couldn't move on from my decision even after all this time and blocked my number. He said we shouldn't be talking since he's "not happy" but proceeded to send me reels on Instagram and told me last night that he was reminded of our love for one another with an "I miss you" today. I asked him to unblock my number so we could talk, but he said no. I don't know what to do or what this means at all.

His desire to maintain power is evident, but if I were you, I would block him back, if only to make him understand how painful being blocked is and to help him learn from what he did to you.

I blocked him back because his parents had advised me, and he said, "It's nice to see that under a day is all it takes when you left me for months. Yet you still don't understand." I unblocked him after that to respond because I was confused about what he wanted since I didn't want to entertain him longer for him to leave me later if he was seeking attention for now. He grew up in a very dysfunctional home, so I gave him the benefit of the doubt, but now it's getting to the point where his reasons are invalid. If he wanted to talk then unblock my number when I asked and apologize so we can move on. Not "I'm not happy, so I'm not unblocking" then sending reels and "I miss you" messages

He liked having control, which is why he stated that. In his mind, it was acceptable for him to block you, but how dare you?

yeah his thinking is a little off. he thinks he can get away with a lot of things being a male and other reasons but if I do the same thing then it's not okay. He's the type to judge a girl's body count but slept with many women saying "I'm a guy, it doesn't matter." But now I don't know what to do because I don't want to lead him on if this is unhealthy. He apologized for his behavior and has been more positive in communicating with me since then but I don't know.
