I received a speeding ticket and before had accident with rental car took defensive driving and removed the points

However during my renewal my premium almost increased by double that don't make sense

I heard of story with m4 with 2 speeding ticket paying 400$

So you've had an accident and a moving violation in a year or two? You are not a good risk. You have to pay for that. You can shop around, but mostly you are just going to have some time with no claims and no tickets.
