People who don't break law or the rules are not morally better just more cautious?

I know people I consider boring who would never break a rule. But I don't believe they are trustworthy. They are if anytime more sneaky

Take for example speeding driving a car. The conditions are safe. No cars around. These people will remain inside the limit. But let's say in conversation, they will hide the truth. It's not explicitly lying. It's just sneaky.

I guess it depends where you get your moral compass from. What I mean is the outwardly honest people are the ones who don't have a moral compass.
