Is this "someone" a family member or is that person an outsider from the family or extended family?

The question is always why has this person not been invited to a family outing?

He or she may have seen as being an outcast and with their apology, wanted to place you in an odd situation, which obviously they succeeded since you are asking us how to react.

If you feel bad for that person for not having invited him/her, then you give the reasons why and if you could not care less, then you simply don't say anything. You don't have to justify yourself.

The question is valid. I think the way things are framed is sometimes poorly contextualized. Focus on the behaviour, not necessarily the person. Language is a very powerful tool (hypnotists understand this i. e. the impact words have on someone's unconscious) and can influence the trajectory of any relationship. There should never be a need to justify anything; it's more of a courtesy to specify a reason.

I wouldn't say anything and if pressed, I'd change the subject. They are baiting me for a response about their ego and self-worth, ... I don't play that game.

There are sometimes developmental factors to consider i. e. learning impairments. Individual circumstances often vary. Changing the subject might be a good way to go (but not necessarily for the reasons you mentioned in every case).
