Is this animal abuse?

My brother has a 3 year old tabby cat. Lately she's been scratching the back of her ear. There is a bald spot and it's very slightly pink. He's been applying "burts bees" for the past few days. It helps with itching on dogs, and cats. He says this happened before, and it went away after he started using it. Also, he found some nexgard flea treatment he had from a while ago that he applied. He said he can't take the cat for a proper vet visit, because he doesn't have the money. I feel like if you can't afford a simple vet visit, then you have no business having an animal. What do you think?

A vet visit is insanely expensive, I don’t blame the guy for focusing on flea treatments for the bald spot as it’s the most likely cause anyway. $60 in flea treatments is much cheaper than $375 just for a skin test.

Not sure it constitutes as abuse, but I do agree that if you can't afford a pet that you shouldn't have one. That doesn't stop people though. Doesn't stop them from having kids either tbh.

You could help him out and give him some money to take the cat to the vet.
