I've heard of bullies always going for someone weaker that can't physically fight you back and they're seen as cowards.
How about if the bully is weaker than the victim? The victim has the capacity of knocking out the bully if they wanted to but doesn't want to. The bully knows you don't have the guts and takes fully advantage of the situation, even of your morals. Is that bully also a coward?

In a way, it is cowardly but not to the same extent as when a bully fights a person that is physically weaker.
That bully will fight the person that does not want to fight back just BECAUSE he or she will not fight back. That means that the bully is perfectly aware that he/she does not risk to be potentially harmed by that person that is being bullied.
That bully shows a weak character besides a despicable personality. It is in a way coward to bully someone that is not willing to defend him/-herself or to retaliate for whatever reasons.
