It's not acceptable.

Blood-relation means very high risk of genetic defects to possible offspring and it's so not worth it, it's better just to forget them right on the spot even if you happen to have a crush.

Back to the point no blood relation means its perfectly legal so who cares what others think. Like who you like, do what you want and just be happy.

I suppose it depends on the individual situation, what others around you will think but most of all do what you think is right. In some cases i dont see the problem in it, others I do so I don't know I suppose.

Personally I wouldn't even think it's a big deal even if it was your real cousin. He's your step cousin, so what? If you feel something, you feel it. How can that be "wrong"?
