Depends on the relationship.
My mom's ex husband and his kids have no role in my life anymore and that's the way I like it.
However, my dad's previous wife is still a part of our family and I still, and always will, consider her my stepmom. Her newborn daughter, I consider as my sister.
Whatever feelings you have for those people are yours alone and you are the one that chooses what you would like to consider them as in your life.
I guess it makes them nothing. Depending on your relationship with them, I suppose you could still refer to them as "stepbrother" or perhaps "former stepbrother".
I would absolutely call them ex-step brother.
My ex-step-mother-in-law attended my wedding by the way.
