  It's the process of applying a somewhat heavy amount of powder to areas that you don't want to crease. So, a lot of women do it under their eyes to "set" their concealer. They apply the powder and then wait 5-10 minutes or more and then dust off the excess. It's supposed to make your makeup last longer and stay "flawless" but personally, I don't find that it helps my makeup last longer, it just takes extra time and wastes product in my opinion.
