It is art.

I wouldn't necessarily call trying to fit in for a ideal attractive female art.. Those pictures you showed however, are really striking and unique and actually show some form of self expression. when you emulate what others are doing your self expression is pretty much out of the window.

A lot of people in the comments are belittling makeup because all they've ever known of it is for repairing blemishes and scars and stuff. If I may put my 2¢ in (I haven't fully concluded anything yet though)...

To me, there are two categories that make-up falls into, both of which parallel with some art forms. There's makeup like the examples you listed above [1], and there's makeup for covering blemishes (preferably as discretely as possible) [2]. 2 is like repairing the iron scrollwork on a 200 year old gate, while 1 is like creating and designing the scrollwork. 2 is like repairing the cracked bits of an ancient stone sculpture while 1 is the creation of that sculpture. 2 is like using photoshop to correct unnecessary shadows on a photo, while 1 is like using photoshop to paint a beautiful scene from scratch. To me, 2 is a skill and a craft but not quite "art" while 1 fits all qualifications for art. Some say 1 is more akin to "body painting," in which case it's all semantics.

Definitely it is art in the sense of these individualistic creations in your pics but I don't think everyday make up makes the grade yet they are more a fashion or a style choice.

But it is not an Art.

Also applying massive amounts of makeup is extremely bad for your skin.
