Anyway, why it became somewhat "popular" outside of a prison? Well, eventually those inmates get out, but the habit wearing pants like that remains.
Anyway, such inmates upon acquiring freedom, typically tend to compensate for years of abuse, therefore they adopt a "tough cool gangsta" type of personality. Considering that typically they live in some ghetto, youth looks up to such "tough cool gangstas" and therefore start to sag their pants as well, thinking it's cool, without knowing true origins of it.
Eventually it was adopted by hip-hop artists (who, if ever actually were in prison, seldom were in such bad conditions as those original folk -- i. e. they're less likely to be harassed due to them having money, thus being able to bribe some guard to get some shit into the cell bypassing security) and hence the trend began.
It stems from prison culture, a few decades ago. At first, it meant on the inside that the guy doing it (the sagging) was willing to get fucked, like in the ass. Prison boyfriend/boyfriend stuff; guys have needs and with no chicks, well... stuff gets hairy. Anyway, when those guys started getting out after doing their time en masse, they kept doing it as a way to show that they were hard or whatever because they'd done time. And it stuck, even though it looks really fucking stupid.
... At least, I think that's right? I hope I didn't just make all that up.
I don't know i wish it goes away already.. i remember my senior year of highschool (last June, still pretty recent) i had this huge crush on someone he was tall cute nice and funny- he basically was my only crush for the whole year.. i get excited to go to my classes because of him, and when he’s not around i get so disappointed lol. And then one day he wore a shirt that wasn't as long as his old ones- i saw his pants sagging and realized sadly he one of em. It all turned out for the better cos when he was around i wasn't distracted no more

There's a lot being said, most of it half true, some of it kind of fucking racist.
Here are a few big reasons, as I can tell you from firsthand experience.
1. It's much easier to hide a firearm when the folds of your pants are bunched up like that.
2. Low income families resort to hand me downs as opposed to buying more clothes; It's cheaper and much more efficient, but because sizes aren't consistent, you would sag to avoid your pants sitting too high.
3. It was culutural fashion movement, similar to hippie and gothic subcultures. It was popularized streetwear represented by a lot of hip hop artists as a way to stick it authority.
People often attribute this practice to having orginated in prisons, but these suggestions are mostly baseless as they're founded on anecdotal evidence.
When I drove a taxi, I helped a young couple move some shit to their new apartment. The big strong "man" made his tiny girlfriend carry the big, heavy TV. Now days most likely because they started selling skinny jeans and unless you’re a eunuch there’s no way you could fit in those things. In the 90s because they forgot to wear a belt that day and the back slipped down a bit. I'm 28 years old. Back when I was in high school (from 2005-2009) sagging was fashionable, because it was part of the music culture. I stopped sagging after high school.
Maybe it's my age, but I can't stand a dude that's out of high school or in their early 20s still sagging. It's tacky.
However, the funny thing is... I see that a lot of these younger girls date men like that and I am always astounded as to why.
