They're trying to be,"hip", and, "cool." They think that adopting a style that's more prominent in younger men will make them feel, look, and relate to the younger generation. That, or they're lazy. It's OK to have loose fitting pants as long as your underwear isn't visible. Personally, I prefer pants that stay on my waist without a belt, although I still use one.
