What do you consider an immodest outfit?

I would say an outfit is immodest if it reveals two or more of the wearer’s “assets”, whether by showing the actual skin or being extremely tight. Assets would include legs (coverage beginning above mid-thigh length if we’re talking about a skirt/dress or shorts), stomach (coverage beginning above the belly button), butt, back, and boobs. The photos are a few examples of this.

Hemline above mid-thigh+very tight on the butt+lots of cleavage=3

I believe what a person considers immodest would depend on their family upbringing and/or beliefs. It may also depend on how open they are to sexual topics.
For me, because both my parents were doctors and I have a belief that there is actually nothing wrong in seeing anyone nude since humans all came from the same origins, exposure of body parts is not so strongly an issue.
But when it comes to social etiquette, maybe there might be some involved. In your first example, I would agree with most of the points. But if the outfit went below mid thigh, then the tightness of the butt may not be as significant as the cleavage. To me, everyone has a butt and I see no reason why females need to hide theirs and males don't.
In the second example, it is only the low neckline. It would be like the first example being lengthened below the thighs and that would not be a problem to me.
In the third example, there would be nothing wrong. Tight on the body just show the shape of the body. All of us come in different shapes and sizes and it is not something unnatural that we are displaying.
Exposing the belly button is also not a problem because males go around topless showing their belly buttons. It is a body asset that all humans and not only females have, so there is nothing wrong in showing it.
To sum up, it begins with your upbringing and beliefs. Then it is basically the influence of social etiquette that controls how you feel about it. When it comes to determining if it is immodest, it basically comes round to whether it is displaying something natural or unnatural or if it is displaying something which is gender specific. I hope that gives you an idea.
