Is is a bikini appropriate attire for a preteen to go shopping in?

My wife and I took a short vacation to the desert Southwest in the middle of the summer and it was hot outside. We went to the store to grab a few items and noticed a mom and her two daughters shopping. The mom was wearing a cover-up but her daughter's around 10 and 7 we're wearing just their bikinis. Now they were pretty modest as bikinis go, but is this typical in warm climates?

Honestly, I do not see any issue. I live in the desert as well and sometimes it's a hundred and ten degrees! On a very hot day or going or coming from a pool, my girls will go and grab a quick snack at a convenience store wearing their swimsuits or bikinis. I'm around so they are safe.

For that young of girls the mother might not have cared that much which makes sense but considering how there are predators out there the mom should've kept the children covered.

10 and 7 yr olds are kids, so I think fine. “Preteen” is a weird age where kids converge with sex, and if Chris Hansen knows anything, that should be buttoned up.

To me its actually the mothers choice what her daughter wears in public you can't really say anything about how to raise someone else's child

A quick stop at 7-11 or fast food ok but still a T-shirt should be used. I am a nudist its not about skin its about appropriate
