Depends. If the environment is just casual, I don't care, as long as your feet aren't smelly or unclean. If you're in a formal environment, I might assume you don't respect the other people or some other reason. And if it's one of those trends where you wear knee-high socks with sandals, I'm going to stare 🤔

For me it’s never smelly feet, always clean, moisturizer and filed and nails are always trimmed. Never in a professional setting and never with socks no matter the height
