Some girl's shorts have certainly become too short. However men's shorts at knee length or longer are way too long. A 4" to 6" inseam would be acceptable for both girls and guys. Shorter (but not crotch length) might be acceptable for girls. Shorter (but not crotch length) could possibly be ok for guys if every thing was properly retained so that nothing hangs out.
