How come you cannot compliment a black person's hair without them getting offended?

I'm white, and my co-worker is black. I have always seen her with braids, but the other day, she showed up to work with a ponytail. I complimented her, saying, "I really like that new style on you!" She looked me dead in the eyes and said, "Did I vcking ask you?" It was only a compliment.

How come you cannot compliment a black person's hair without them getting offended?
