Is it normal for plastic frame glasses to fold like that (not down all the way)?

Once the frame touches other parts of the frame it can't be folded further, unless you use force and break it.

And plastic frames are much thicker than metal, so they won't fold down as much.

The bows are bent to fit your head. It has nothing to do with them being plastic. They will fold however they fit with each other.

Most frames fold like that plastic or not.
