Legally, you can sue for just about anything. The difficulty is winning the suit. Unless you can prove negligence, you wouldn't win. Yet you will still have to wstpy lawyer and court costs.
Your hair will grow back. Best is to put this experience in the lessons learned category and never go back to that barber.
