Okay, first, absolutely ADORABLE anime girl picture! 🥰🥰🥰 I just wanna adopt her and feed her cookies and cake! (If I need to clarify, I don't mean any of that in a sexual manner. Just adorable in the same way as a baby, kitten, or puppy. I'm not one of those pedophile weebs.)

But anyway... I'd say long hair is good in general, both for women and for men as well! Nothing wrong with short hair either. Which looks better I say depends on the person, though I seem to more consistently like long hair. As a general trend long hair seems to be more for beauty while short hair is more for practicality, nothing wrong with either.

KEY THING though... long hair must BE MAINTAINED PROPERLY! Nothing worse than long hair that's been unwashed for 6 months and full of dandruff. If you're that bad with maintaining hair then the shorter the better, make even consider shaving fully bald.
