Many years ago, there's a trend that most girls in my area love wearing short pleated skirts, ones like Japanese school girls, so I also wear them.
That piece of clothing is so damn easy to get blown up. There's time I carried big stuff walking to my car. A big wind blew by, and I didn't have extra hand to hold down to it. So many walking people around. Quite embarrassing...

It's hot where I live, not gonna wear more than what's needed. And wind isn't really much of an issue, depends on so many things

It's not. If you have something more tight fitting nothing will happen. Also anything with a ticker material usually is no problem because it has more weight. And if I were scared about it, I would just wear something slightly longer. But I'm not because the likelihood of it being lifted up all that way by the wind and people noticing it during that 1s where it lasts is so low it's just not worth worrying about. And I'm living near the sea where there is a lot more wind.
